The theory of democratic elitism, which spread in Western political theory in the second half of the twentieth century, reduces the role of citizens to participation in periodic elections. However, its validity is being criticized today: there are doubts about the ability of elections to guarantee control over the elite and the realization of the interests of society. The purpose of the article is to analyze three lines of criticism of democratic elitism: the limitations of elections as a tool of control, underestimation of other forms of popular participation, and disregard for issues of justice. To this end, a theoretical and comparative analysis of the concepts of democratic elitism is carried out, a critical analysis of the positions of the relevant authors, and a reconstruction of the logical connections between the attitudes of elitism and their consequences. As a result, the vulnerabilities of the elitist model are revealed: the imperfection of elections, the potential of participatory democracy, and the problems of correlating democracy and justice. It is concluded that it is necessary to take into account the cultural and historical context when reforming electoral institutions.
