The paper is devoted to a comparative analysis of the security priorities in the northern strategies of the European and Asian Arctic Council Observers. Recurring features characterize the European documents: the primacy of the climate aspect, the lack of interest in extraction of Arctic resources while recognizing dependence on them, increased concern about military security and Russian/Chinese activity in the 2020s. The most active European state is the United Kingdom, which has matching interests with Germany in developing national economies from the growing Arctic shipping, maintaining military and political stability, and with the Netherlands in an ecosystem approach to ocean bio resource management; French documents combines only certain features of these directions. The Asian strategies are more diverse: Japanese priorities are similar to European; for Korea, resource provision and social security come to the fore, and for China, additionally, maintaining political stability while protecting the interests of the world community based on international law. India’s strategy is unique in drawing specific connections between its internal affairs and the Arctic issues. Common to all states are the emphasis on the global consequences of regional climate change, attention to the fishery sustainability, support for the Polar Code, the perception of the UN Convention on the Law of the Sea and the Arctic Council as institutions balancing the interests of Arctic and non-Arctic states.
