The article examines and compares the national interests, areas of activity, and strategic documents of India and China in the Arctic and studies the countries’ relations with Russia and the United States. The role of these countries in the international arena is strengthening, the pace of economic development is accelerating, ambitions in the Arctic are growing, and the level of interaction between Russia and China and India is increasing from 2022. The purpose of the article is to compare the Arctic policies of India and China, to determine the common characteristics and features of its implementation. The objectives are to identify common features and differences in the implementation of Arctic policy; to study the relationship between the two countries with the Arctic states (with Russia and the USA). Methods: structural-analytical approach, document analysis, comparative analysis. The empirical basis of the study are the strategic documents of China, India, the USA and Russia. The common features of India and China are their status as non-Arctic states, the presence of key strategic documents devoted to the regulation of activities in the Arctic, the creation of government bodies and institutions responsible for the implementation of Arctic policy, focusing on the priority of resolving scientific and environmental issues in the Arctic, concluding long-term contracts for the supply of hydrocarbons produced on the Arctic shelf, development of close ties with Russia. The peculiarities of Indian and Chinese policies are associated with different understandings of the issue regarding the development of the Northern Sea Route and infrastructure along it, mining on the continental shelf and threats to the fragile ecosystem of the region, and the readiness to invest in Arctic projects, the presence of relations with the United States. In addition, India doesn’t currently have a single icebreaker, unlike China, but it is interested in studying the knowledge and traditions of the indigenous peoples of the Arctic. In general, India’s Arctic policy is in its infancy. China’s policy in the Arctic has already been formed and is aimed at accepting the country into the circle of actors making decisions on the exploration and development of the region.
