Опорные населенные пункты в условиях новой пространственной стратегии России

В статье рассмотрена концепция опорных населенных пунктов в новой пространственной стратегии России. Цель исследования заключается в анализе роли и места опорных населенных пунктов в системе расселения страны, а также оценке потенциальных последствий реализации данной стратегии для территориального развития России. Для достижения поставленной цели выделены особенности сложившейся в стране системы расселения, проведена оценка действующей до 2025 г. пространственной стратегии и определены источники ее возможной трансформации в новых геополитических и социально-экономических условиях. На основе приведенного в распорядительных документах перечня опорных населенных пунктов сформулированы критерии их дифференциации, определена зависимость развития территории от того, к какой группе будет отнесен тот или иной опорный населенный пункт. В статье раскрывается структура опорных населенных пунктов, ее уровни, формулируются проблемные вопросы, сдерживающие их интеграцию в систему пространственных приоритетов страны на ближайшие годы. Практическая значимость исследования заключается в формировании перспективных направлений реализации пространственной стратегии в рамках развития системы опорных населенных пунктов.

The article examines the concept of reference settlements in the new spatial strategy of Russia. The purpose of the study is to analyze the role and place of reference settlements in the country's settlement system, as well as to assess the potential consequences of the implementation of this strategy for the territorial development of Russia. To achieve this goal, the features of the settlement system that has developed in the country are highlighted, the spatial strategy in effect until 2025 is assessed, and the sources of its possible transformation in the new geopolitical and socio-economic conditions are determined. Based on the list of reference settlements provided in the administrative documents, the criteria for their differentiation are formulated, the dependence of the development of the territory on the group to which a particular reference settlement will be assigned is determined. The article reveals the structure of reference settlements, its levels, and formulates problematic issues that hinder their integration into the system of spatial priorities of the country in the coming years. The practical significance of the study lies in the formation of promising areas for the implementation of the spatial strategy within the framework of the development of the system of key settlements.
